Letter to Kentucky Governor Beshear and General Assembly:

Kentucky is a wonderful place to live, work, and raise a family. Many Kentuckians are eager to fully reenter the workforce, secure stable housing, and pursue educational opportunities. However, the current expungement process can be difficult and costly, creating barriers for those who have already paid their debt to society. The Clean Slate Kentucky bill takes this complex process and automates it, meaning individuals who have maintained a clean record after completing their sentence will have their records sealed, without the need for burdensome paperwork or unaffordable fees.

This change will benefit over 500,000 Kentuckians, including parents, community members, and others who deserve the opportunity to rebuild their lives. By removing these barriers, Clean Slate Kentucky will allow more people to contribute fully to their families and communities.

Beyond helping individuals, automating the expungement process also provides a common-sense workforce solution. As of April 2023, there were roughly two open employment opportunities for every Kentuckian seeking to be employed. By allowing more people to access better employment opportunities, Clean Slate Kentucky will help businesses and companies fill positions, strengthen the economy, and build communities. When more Kentuckians are able to secure jobs and participate in society, everyone benefits – from children growing up in more stable households to businesses accessing a larger pool of qualified workers and creating opportunities for success. 

We, the undersigned organizations, community members, and business leaders of Kentucky, call on the Kentucky General Assembly and Governor Beshear to support Clean Slate legislation. Together, we can ensure that Kentuckians who have earned a second chance are given the opportunity to contribute fully to our shared future.
